Open Letter to the Prime Minister and the Department for Energy Security and Net Zero

Dear Prime Minister,

We write to you as workers, small business owners, and advocates for the UK's green transition.

While the government has promised to create 240,000 green jobs by 2030, the reality on the ground today is very different. Thousands of skilled retrofit workers are already losing their jobs as funding declines and small businesses are increasingly excluded from delivery frameworks.

The companies and workers who built the UK's retrofit sector over the past decade are now facing a sudden collapse in work. Businesses that invested in training, accreditation, and compliance to deliver government programmes are being forced to scale back operations or close altogether.

The retrofit sector is essential to delivering the UK's energy efficiency ambitions. Without a strong delivery workforce, the UK will struggle to upgrade homes, reduce fuel poverty, and meet its climate targets.

Recent policy changes risk dismantling the national delivery infrastructure that has been built over more than a decade. If this workforce disappears, rebuilding it will take years. The retrofit sector has also been shaped by decades of short-term or stop-start government programmes. This instability makes it extremely difficult for businesses to invest in training and workforce expansion, as companies fear that schemes may disappear before the workforce can be sustained. Without long-term stability, businesses will be reluctant to invest in the thousands of additional workers required to meet the Government’s own ambition of creating 240,000 green jobs.

At the same time, global energy markets remain volatile and the UK remains exposed to fluctuations in international gas and oil prices. Improving the energy efficiency of homes is one of the most effective ways to protect households from rising energy costs and strengthen the UK's energy security. Losing the workforce capable of delivering these upgrades would leave the country far more vulnerable to future energy price shocks.

Our Demands:
  • Protect Retrofit Jobs
    Work with the industry to prevent further job losses and protect the skilled workforce delivering home energy upgrades.

  • Guarantee SME Access
    Ensure small and medium-sized retrofit businesses can participate meaningfully in delivery frameworks, rather than concentrating work among a small number of large Tier 1 contractors.

  • Provide Stable, Long-Term Funding
    Commit to multi-year funding cycles that give businesses the confidence to invest in skills, training, and delivery capacity.

The green transition must also be a just transition. We cannot build the UK's sustainable future by dismantling the workforce responsible for delivering it.

We urge the government to work with the sector to protect jobs, strengthen oversight, and ensure the UK retains the delivery capacity needed to upgrade homes at scale.
